Hoffmann & Compère (1990: 308) note: "Gomont (1893), in a paper on the morphology of several Phormidium species, described in detail the morphology of a new species Phormidium penicillatum, of which he wanted to give a formal description in a later paper; thus he wrote "On en trouvera une description détaillee, sous le nom Phormidium penicillatum, dans un travail d'ensemble sur la vegetation algologique des Mascareignes..., par M. Jadin". Later, in the same Bulletin, appeared in the work of Jadin (1893), a formal taxonomic treatmentw ith "Phormidium penicellatum Gomont nov. spec.", a reference back to Gomont's paper, the number of the collection, the date, and a Latin diagnosis. Gomont was not intending to introduce a new name in the first paper, which was a morphological discussion; according to the pre-Berlin code, this could have been interpreted as incidental mention (Art. 34.1). Art. 34.1 was however changed at the Berlin Congress, and an incidental mention is no longer an argument to invalidate a name, so that Ph. penicillatum is validly published by Gomont (1893) (see the discussion in Greuter et al., 1989:9 1-95). Phormidium penicellatum is a lapsus which would have been correctable even if valid publication was considered to take place on p. CLIX." - (23 Apr 2014) - M.D. Guiry
